🏷️ Street Naming and Numbering (SNN)
SNN is often the first step in the life cycle of a street or property.
Naming and numbering are statutory requirements.
SNN officers receive requests from developers or other sources.
Proposed street schemes may be adopted as drafted or amended after consultation.
Officers must check validity via the LLPG and LSG or liaise with custodians.

At this stage:
Official street names are determined.
USRN (Unique Street Reference Number) is assigned.
Street geography (Level 1 start/end points) is defined.

Responsibilities:
LLPG custodian: All BLPU and LPI details, street data in LLPG.
LSG custodian: Data in the street gazetteer itself.

Ideal scenario: A street is added to the LSG when constructed and exists until closed.

Street may exist even if unnamed, as name status is handled via street type.
🔄 Merges, Splits, and Other Modifications
Streets can be merged or split, e.g., new junctions breaking an existing road into multiple ESUs.
Updates must be made at both Street and ESU levels.
Property USRNs are updated accordingly.
🔹 Splits and Merges

Split with renaming:
New USRN required for renamed section(s).
Original section retaining its name keeps its USRN.

Split without renaming:
New ESUs replace original ESU, original ESU is closed.

Merge:
Close original ESUs, create a new ESU.
Avoid orphaned ESUs; always reference back to a street.
🔹 Modifications
Minor changes (road layout, street type, ESU amendments) do not require a new USRN.
Major realignments (significant geometry change, changed start/end points) may require a new USRN.

Realignment of ESUs:
Change coordinates of start/end points
Add extra coordinates to improve geometry
Treated as updates to the ESU
